No, generally these items are prohibited. In certain circumstances you may be allowed to bring an item like this if you have a verifiable need.   To secure permission contact us. Once you have secured permission and arrive on-site check-in with security and you will be issued a "license" to display.  Only licensed vehicles are allowed during Pow Wow.  If you just show up within a prohibited vehicle, you are unlikely to secure permission.
